Dr. Chandra A. Madramootoo Ph.D., Ing.
(2008-2011)
Prof.
Dr. Chandra A. Madramootoo obtained Ph.D in Agricultural Engineering from
McGill University, Canada (1985). At present he holds the prestigious
position of Dean, Faculty of Agricultural and Environmental Sciences,
McGill University, Canada and Associate Vice Principal of Macdonald Campus
of McGill University. Dr. Madramootoo has worked as a member of Canadian
National Committee of Irrigation and Drainage (CANCID) during the past
20 years and served in various important working bodies of ICID. He was
also the Vice President of ICID from 2000-2003 and presently holding the
position of Chairman, CANCID. He participated in numerous ICID IECs and
Congresses and was the key force behind the successful organization of
18th ICID Congress and 53rd IEC, Montreal (2002). Prof. Madramootoo is
also the member of various professional societies. He has to his credit
15 awards from different organizations and published / contributed papers
to more than 300 books, Journals, Conferences etc. He also holds the membership
of McGill University Senate, Senate Nominating Committee, Senate Committee
on Physical Development and many more.

Prof.
Peter Kovalenko, Ukraine (2007-2010)
Prof.
Peter Kovalenko (b. 1939) obtained his M.Sc. in Hydraulic Engineering
(Irrigation and Drainage, 1962); and Ph.D. in Engineering Science (Irrigation
and Drainage, 1970). At present, he is working as Director of the Institute
for Hydraulic Engineering and Land Reclamation, Ukraine. Prof. Kovalenko
is Vice-Chairman of WG-ON-FARM, member of ERWG and Chairman of the European
Work Team on Sustainable Irrigation Management, besides being President
of the Ukraine National Committee of ICID (UKCID). He has participated
in numerous ICID IECs and Congresses. His work experience includes (i)
Head of Department of Water Distribution Management Engineer, Ukraine
State Institute of Designing of Water Economy (1962-1974); (ii) Director
of the Institute for Hydraulic Engineering and Land Reclamation (1974
till date); (iii) Chief of the Branch for Agriculture, Ukraine Academy
for Agrarian Sciences (`1996-2006); and (iv) Member of the Presidium,
Ukraine Academy for Agrarian Sciences (2006 till date). He has supervised
32 Ph.D. and 3 D.Sc. candidates, besides publishing more than 300 scientific
papers including 15 monographs and 20 patents.

Dr.
A. Hafied A. Gany, Indonesia (2007-2010)
Dr.
A. Hafied A. Gany (b.1944) obtained his M.Sc. from University of Southampton,
UK (1979); and an interdisciplinary Ph.D. majoring Engineering, Economics,
Sociology, and Demography at the University of Manitoba, Canada, with
commendation. (Previously, In 1982, he obtained a Ph.D. at the Columbia
Pacific University, California - USA, majoring Irrigation Development.);
Alumnus with commendation, of The Indonesian Supreme Civil Servant's College
(SPATI-II), National Institute of Civil Administration (LAN) 1996-97.
At present, he is working as Supreme HRD Instructor (Widyaiswara Utama)
Ministry of Public Works, majoring Water Resources and Irrigation Development
and Management since 2003. Dr. Gany is a member of ICID WG-HIST since
2005 besides being Secretary General of Indonesian National Committee
of ICID (INACID, 1993-1999) and President of INACID since 1999. He has
participated in numerous ICID IECs and Congresses and published more than
100 professional papers, eight books. Previously Dr. Gany was Director
of Water Resources Management and Conservation, Ministry of Public Works
(1995-1999); Deputy Director General of Water Resources Development (1999-2000);
Assistant Deputy of Water Resources Protection and Conservation, State
Ministry of Public Works (2000-2001); Director of Research Institute for
Water Resources (2001-2002); Executive Secretary of the Directorate General
of Research and Development, Ministry of Public Works (2002-2003). Government
of Indonesia awarded him 'Presidential Award' in 1996 for his 30 years
of outstanding services to the government and in 1999 for National Development
Contribution.

Dr. Illahi B. Shaikh, Pakistan (2007-2010)
Engr.
Dr. Illahi B. Shaikh obtained has a Ph.D. (Water Resources Management);
a Masters in Business Administration (MBA); a B.Sc. in Civil Engineering.
At present, he is working as Chief Engineering & Adviser/Chairman
Federal Flood Commission, Government of Pakistan. Dr. Shakih is a Convener
of C-CONGR and member of WG-ENV, WG-HIST and WG-CAFM, besides Chairman
of Pakistan National Committee on Irrigation and Drainage (PANCID). He
has participated in numerous ICID IECs and Congresses. Dr. Shaikh has
over 33 years of experience in the field of Project Management, Coordination,
Planning and Supervision of Medium size and Mega Projects in Public and
Private Sector. His work experience includes : Civil Engineer at Community
Maintenance Development Corporation; Civil Engineer at Community Maintenance
Department ARAMCO Dhahran, Saudi Arabia, Project Director at Sea Water
Pump House (Mini Barrage), Karachi; Chief Engineer / Federal Coordinator
for 10 years on the Flood Projects of Pakistan; Secretary Federal Flood
Commission, Ministry of Water and power; Federal Coordinator National
Drainage Programme and Pakistan Commissioner for Indus Water; Engineering
Advisor (Civil) Ministry of Water and Power, Islamabad; and Federal Coordinator
for a Mega Project of Irrigation and Drainage Programme (NDP).

Dr.
(Mrs.) Samia El-Guindy, Egypt (2008-2011)
Dr.
Samia El-Guindy obtained her Ph.D in Land Reclamation from Martin Luther
University, Germany (1976). Currently, Dr. El-Guindy is an Emeritus Professor
in the National Water Research Center, Ministry of Water Resources and
Irrigation, Egypt and Director of the Egyptian Dutch Advisory Panel Project
on Water Management / APP. She participated in various events of ICID
and also served as member of workbodies. She received the prestigious
Egyptian National Award in Agriculture Science (Soil and Water Science)
in the year1986 and Certificate of Honour from H.E. President Hosny Mobarak
in 1990. Dr. El-Guindy has published over 200 reports, which includes
journal articles and scientific researches in the different fields of
water management. She holds membership in the Egyptian and Global Water
Partnership as well as many other national professional organizations
and scientific associations.

Mr.
Shinsuke Ota, Japan (2008-2011)
Mr.
Shinsuke Ota graduated in Agricultural Engineering from Kyoto University
in the year 1972. He also served as the Secretary General of JNC-ICID
from 1997-1998. Mr. Ota had worked for Ministry of Agriculture, Forestry
and Fisheries (MAFF) for 32 years and was engaged in Design, Planning
and Policy Making concerning agriculture and rural development in Japan.
He also held very prestigious position in the Japanese Government. Mr.
Ota actively participated in several events of ICID including IECs and
Congresses. He established the International Network for Water and Ecosystem
in Paddy Fields (INWEPF) besides being the member of workbodies of ICID.

Prof.
Ing. Lucio Ubertini, Italy (2008-2011)
Prof.
Ubertini graduated in Engineering from University of Rome in the year
1966. Presently, he is the Director, Research Institute for Geo-Hydrological
Protection of the National Research Council (IRPI/CNR), Italy. He attended
various ICID events and actively contributed to various workbodies. Dr.
Ubertini was Vice President, ITAL-ICID from 1994-2000 and President, ITAL-ICID
from 2000-2007. Over the past 35 years, he has progressively equipped
advanced level of knowledge in hydrology, water and environmental resources
management within a multidisciplinary context and developed a rich international
network of experts both at international and individual levels. He holds
the membership of various professional bodies. Prof. Ubertini authored
and co-authored more than 150 national and international Scientific and
Technical Publications and also edited a number of books.

Willem F. Vlotman, Australia (2009-2012)
Dr.
Willem F. Vlotman (born in 1952) obtained B.Sc. Civil Engineering (1975),
M.Sc. Agricultural Engineering (1982), Ph.D Irrigation and Agricultural
Engineering (1985), and MBA, Agribusiness (2004)
At
present he is working as Assistant Director Basin Plan Modelling, Basin
Plan Division of the Murray-Darling Basin Authority, Canberra , ACT, Australia.
Dr. Vlotman is the Theme Leader of 'Systems' of ICID, Chairman Working
Group on Drainage (WG-DRG), Secretary, Working Group on Modernization
of Irrigation Services (WG-MIS) and Observer, Asian Regional Working Group
(ASRWG).
He
has more than 34 years of experience in channel hydraulics and hydrology;
water simulation models, water management; application of chain management;
optimizing crop production; computer programming and modern computer software
applications; extensive experience in Institutional Strengthening and
Organizational Development of research organizations, Human Resources
Unit and Marketing and Public relations Unit.
Dr.
Vlotman is also associated with various professional societies which includes
IAL; AWA, USCID, ASCE, and Toastmasters International.
Dr.
Vlotman authored and co-authored 2 books, over 70 reports and working
papers, more than 50 technical papers.

Dr.
Laszlo G. Hayde, Hungary (2009-2012)
Dr.
Laszlo G. Hayde, Hungary (b. in 1958) obtained Doctorate in Fluid Mechanics
from Technical University of Budapest (1995), M.Sc. in Civil Engineering
with Specialization in Hydraulic Engineering (1982).
Presently,
Dr. Hayde is working as Senior Lecturer in Irrigation Engineering, UNESCO-IHE,
The Netherlands. Dr. Hayde has been associated with ICID since 1998. He
has been Secretary General of HUCID (2000-2004) and was elected as Vice
President of HUCID in 2008. Dr. Hayde is Secretary of European Regional
Working Group (ERWG), Member of Working Group on History of Irrigation,
Drainage and Flood Control (WG-HIST) and Permanent Finance Committee (PFC).
He was chief editor of the ICID Publication Danube Valley, History of
Irrigation and Flood Control (2004). He was also an Observer on erstwhile
ICID Working Group on Capacity Building, Training and Education (WG-CBTE).
Dr.
Hayde has more than 27 years experience in consulting, education and research
in water and environmental planning and management, hydraulic engineering,
fluid mechanics, EU Water Framework Directive, environmentally sound solutions
in Hydraulic engineering, environmental impacts and assessment; 19 years
experience in education management, organizations of education programmes,
curricula development. He is also associated with various professional
societies.

A.K. Bajaj, India (2009-2012)
Mr.
A.K. Bajaj, India (b. in 1951) obtained B.E. Hons. in Mechanical Engineering
and M. Tech in Fluids Engineering and Water Resources subjects.
Presently,
Mr. Bajaj is working as Chairman, Central Water Commission (CWC) and Ex-officio
Secretary to Government of India, Ministry of Water Resources since April
2008. Mr. Bajaj is also a member of Permanent Committee for Technical
Activities (PCTA), Permanent Finance Committee (PFC) and ICID Staff Committee
(SC).
Mr.
Bajaj has more than 35 years of experience in Planning, design and conceptualization
of Water resources of the country at macro level, appraisal of major and
medium multipurpose water resources projects, undertaking flood management
activities on an annual basis and advising the Central Government. He
holds membership of various professional societies.

Er.
M. Gopalakrishnan (2004-2010)
Engr.
M. Gopalakrishnan (born 28.1.1943) holds Master of Engineering (Honours)
in Water Resources Development from University of Roorkee (now, IIT-R).
His remarkable academic performance yielded him both Khosla Gold Medal
and University Gold Medal for the top position in both P.G.Dip (Hons)
and M.E levels with record breaking scores. He entered the Central Water
Engineering Services (1966 batch) as the topper of his batch in the then
Central Water & Power Commission. He retired on 31 January 2003 as
a Member Central Water Commission (CWC. Mr. Gopalakrishnan served as the
Coordinator of a Government of India's multi-disciplinary high level Task
Force on Interlinking of Rivers in 2003 later and helped formulating two
Action Plans on Interlinking of Rivers that were to submitted as per the
ToR set for the Task Force by the Government of India. With over four
and a half decades of rich experience in the field of Water Resources
Development and Management in India and abroad Mr. Gopalakrishnan continues
to serve his profession in many forms.
Er.
Gopalakrishnan served as one of the Governors of the World Water Council
during 2003-06. He is a member of Technical Advisory Committee of UNESCO
who brings out World Water Development Reports once in three years with
the last one WWDR 3, released in March 2009 during the World Water Forum
5. Er. Gopalakrishnan serves as a member of the Committee constituted
by the Indian Ministry of Water Resources on "National Mission on
Water" and is also a member in the sub committee on surface water
under the main committee.
Mr.
Gopalakrishnan holds several distinguished honorary positions like the
President, Indian Water Resources Society (since 2004), President of the
New Delhi Associate Centre of World Water Council (since 2006), Co-Chairman
of the Institution of Engineers (India)'s special Committee on Interlinking
of Indian Rivers (since 2005). He is a Life Member of several leading
Indian Professional Bodies like IWRS, IAH, ISET, IGS.
A
member of several Expert Committees constituted to advise on hydro projects
in Himalayas by Developers, both public and private, (in three cases,
he is the Chairman Chairman of the Group) he guides water sector in India
remarkably. Mr. Gopalakrishnan is the Chairman of the Dams and Seismicity
committee of Indian National Committee on Large Dams for over a decade
and represents the country in the ICOLD committee on the subject.
Mr
Gopalakrishnan has been associated with GWP bridging the interests of
both organisations. He had also been closely associated with World water
Council when he was one of the Governors (2004-06) by contributing to
their Committee on Legal and Financial matters.
He has published about hundred papers (or other contributions) touching
upon many water related issues, design aspects and policies, in seminars,
workshops, Congresses, Journals and other publications.
